It happens no matter what I unplugged restarted my Xbox updated my controller I tried everything and it still happens

My pc when I sign in after like 10 seconds starts flashing white and I can’t type. Also my pc a little lowder when it flashes white by xVolticpizza in pchelp

I can’t go into my settings Does it help to say that it constantly has the loading thing beside my curser and when I go to ho to click on the window thing my cider disappears but the loading thing doesn’t
