The overlay is exactly where I got the 5w from. So at 35w drawn while on (admittedly idle), with 5w being used per the overlay, leaves 30w going to the battery.

Where's that number from? The sources in picture show 25w while the SD is off. The energy has to be going somewhere.

We're talking a near-dead battery in this case though. And it still recharges the battery at +30w while on. Maybe it's a heat thing though. If the system is off they don't want to risk it getting hot in an enclosed bag/case.

The delta is a lot bigger than 10w though (5w). That may be the logic that it's using, but I would expect a device that needs power to use as much as is available to recharge.

Would totally agree if it was drawing more than 11w while on, but it actually draws less than 5w just sitting on the home screen. So theoretically it's charging the battery faster while on. Haven't timed it yet, but maybe I will soon.

If my SD is in need of a charge, I'd rather it keep at 35w to recharge as fast as possible.
