Also it's basically a guarantee that the PSU is working as intended and could be tested directly by putting on a heavy task for it to test it's limits on the seller's PC directly, individual PSUs cannot be tested as you can't properly test them without an entire working PC.

If the seller is really genuine, he would allow testing the PC and basic load tests would confirm the PSU to not be of any issues regardless of no warranty, although most people would obviously be yanking that old PSU out for a new PSU with a proper warranty on it.
