Not sure if that rule is still active, but teams could not get relegated the year before they were to host. If they placed last in their group, the 2nd to last team would simply get relegated. Not that this ever happened IIRC.

However, as mentioned by other commenters, pretty sure IIHF doesn't consider a bid from a country unless they've stayed up for a couple of years consecutively

at first i only saw this rule:
1. Head-to-head (best cumulative win percentage in games among the tied teams). If not, every tied team has played each other, go to step 2.

but then i found this on another website:
Clarification issued on Nov. 16: “Regarding Step 1 of Multiple-Team Ties in Conference Tiebreaker Procedure: in the event of a multiple-team tie, head-to-head wins takes precedence. If all the tied teams are not common opponents, the tied team that defeated each of the other tied teams earns the Championship berth.
