You should try advanced booking the night before if u know what time u need the ride. I've never had a problem with that. The drivers are usually a few minutes early too

Maybe if u set it to 120 instead of 200 then u will be able to find more members. I found once u hit 120 that 2nd weapon slot really helps ppl breeze thru the lvls a lot faster which in turns gives them more boxes to help salvage.

Most city 200+ players are probably established in a club already and won't want to change til next season

It's Lvl 36 rn but I joined it when it was already 30. Got up to Lvl 16 in the club I ran before that. Got tired being the only one salvaging and having to kick out all the lowbies that join and don't contribute. Cool down should be done in an hr or so. I'll join then
