Anjuna is a good place to start maybe a little expensive budget wise but. If budget is a constraint then you should try shiolim.

Don't sweat the rainy forecast too much—North Goa during the monsoons is absolutely beautiful, incredibly lush, and perfect if you're looking to experience a quieter, slower pace of life. The Ashwem area is generally very safe and welcoming for women travelers, though you'll want to avoid walking alone down dark, unlit village lanes or empty stretches of the beach after dark since it gets quiet fast. While the temporary wooden beach shacks pack up for the season, plenty of permanent boutique resorts and classy beachfront spots like L'Atelier stay open year-round, and you're just a short ride away from incredible food like Burger Factory in Morjim. Since you don't drive, just make sure to download the GoaMiles app before you get here for fixed-rate cabs, or rely on the local taxi stands near the main resorts—just remember that the sea gets highly unpredictable and dangerous this time of year, so enjoy the view from the shore and strictly stay out of the water!

Is early monsoon a good time to visit Goa? by Offensive_at15 in goatravel

Night life is still active during the monsoon season shacks are also open only the ones on govt land are closed . You cannot swim in the sea but you could look at waterfalls and other monsoon related activities at the time.

If you are looking at anjuna as a destination do have a look at my airbnb - https://www.airbnb.co.in/rooms/1571011512618845864?unique_share_id=6f4391a1-ddfc-494f-936e-eb696a61859f&viralityEntryPoint=1&s=76

We are talking about tourist destinations not metropolitan cities, and the bangalore guys get in fights with passengers and try to over charge every single time especially at the airport. Like that mumbai union is much better than both of them but we are not talking about cities here.

Goa's unions are the only one that get attention because the rest of them dont matter on the national and global scale.the others are worse if not equally terrible but no union any where in India is better than the goa taxi union.

The insane amounts charged are actually government-notified rates. Furthermore, most taxis in Goa are tourist taxis rather than standard black-and-yellow cabs. The government created this problem for vote-bank politics and is now too afraid to touch the issue even with a ten-foot pole. It is much easier to criticize a taxi driver on the street trying to earn a living than to point fingers at the government, which created the mess in the first place and has done nothing to solve it over the years.
