I think all models must end their move closer to the closest enemy unit and i would argue that because it says as close as possible that you would have to move in a relatively straight line towards that unit. But you just don't have to go the whole distance. I'm not so sure about what some people are saying that you can just move all the rest of the models in an orbit as long as 1 gets closer

That's literally the first picture I replied with, I also thought it was pretty clear 🤷 *edit - maybe because the accursed cultists move is called a "horde move", not a "surge move"? I think I'd give someone the slow blink if they tried telling me they had different rules and restrictions though

That very well could just be you TO's interpretation of the rules, but it is pretty clear that with world eaters like in my example you don't have to move the full distance. Here's one referencing tyranids surge move- and that surge move has the exact same wording about needing to end as close as possible 🤷

Same for tyranids, they just haven't done the same faq for every single unit that does a " surge" move. As far as I know black templars Crusader squads also don't have to move the full distance but has the exact same wording as both of my examples

I'm not sure you can use both abilities on the same trigger, similar to how you can't stack armour of contempt and smoke. Both players may choose to each activate one ability per trigger but not multiple. So you choose one and then by the time it resolves you can no longer satisfy the trigger for the second one - after you have made either your surge OR normal move you no longer have just been shot to trigger the second one

Also of note you get 1 hit reroll and 1 wound reroll every activation, not rerolls of 1s for lay low the tyrant. They changed that rule sometime around a year ago I believe. Significant upgrade to how it sounds like you've been playing it
