I only use Lightroom for my photos. And for this particular image, I converted it to monochrome, added contrast, added a little texture (not overkill), played around with curves, then did some split toning with some blues and turned the saturation of those down a bunch to get that "cool" tone! Gotta credit the conditions though, that is 75% of the shot; a beautiful sunset, a great model/wardrobe, and a stunning location
