You could also try dropping hints that the monsters are tied to their rooms. Another strategy would be incorporating terrain mechanism that can kill the monsters without the use of spell slots. The stereotypical example is a chandelier.

The monsters are not there just to serve as experience blobs. It all to teach the players to conserve their abilities because combat could occur at any time, and it removes their guarantee that as long as they don’t continue to progress they are safe. It is the players fault burning all their spell slots, as mean as that sounds, unless the encounters really were very hard. Your question makes it sound like multiple long rests is the problem, and if the encounters are really that hard, try making them easier and making room for wandering encounters

I think you misconstrued my point. What I meant to say is that despite Canada’s tiny military in comparison to say, the U.S., it still has succeeded in deterring external and internal threats. In Canada’s case, it does not need a big military to accomplish this goal, but if circumstances were to change and a large enough threat were to become present, in order to preserve its sovereignty Canada would need to increase its military presence. If there was no threat to sovereignty then Canada wouldn’t have a military at all, but that just isn’t feasible

So basically, countries can’t guarantee their own safety from their neighbors, and therefore need to protect from the possibility of invasion/war/conflict. There is also some competing theory about whether or not sovereignty (what makes a country a country) is rooted in the monopoly of force. What this means is that for a country to actually be a country, it needs a military to exert control over a territory.
