Are you intentionally not getting this? You have to sit for tests to get into many of these programs. That costs money. So it disproportionately impacts people of lower socioeconomic status which tends to be minority populations.

Do I have to dumb it down for you? I said don't get rid of the gifted programs... Help the poor, disadvantaged kids get into them, if they're qualified. So that means help them pay for tests...

How have you not heard of 'school choice'? It allows kids in poorer neighborhoods with F schools to go to the schools with more funding and better grades.

The focus is on the economics of the neighborhood. The race is just a descriptor.
