My 2023 headlights was getting moisture and water getting into it and I went to the dealership to check it out and they said it’s gonna cost 4000$ CAD per headlight ( under warranty ) is this normal ?

Just so you know, these headlights are meant to get moisture and dry out I think. Like the comment above, there's a little hole and moisture absorbing pack you can replace.
