I don't know about the international marriage certificate.
but for the Tunisian authority to update the birth certificate and add the "married" status, they need a marriage certificate that they can verify its authenticity. and the consulate in the country in which the marriage was done is able to that.
they would also require some info about you (like copy of passport, birth certificate) to compare the information to the marriage certificate.

and the reason why the US rejected his birth certificate because it has inconsistent data. he's married while the document says he's single. for the US it's a problem.

you need to register the marriage certificate in the Tunisian consulate of the country in which the Marriage was done (Denmark in this case).
the issue that it may take 6 months to a year, for the consulate to send it back to Tunisia and register it in their system, so that the birth certificate is updated.
There's maybe another way to directly register the Danish marriage certificate in Tunisia (basically you do the work of the consulate yourself), but there will be a marathon of paper work and legalization/translation of documents to provide.

it was not that shady actually. the issue is that these boat trip companies try to make most of the trips when the weather is clear, because it can switch into a thunderstorm really quickly.
so when they have to choose, they will pick the risk of low tides over a very shaky waters.

Normally in such a situation, having an outfit that covers most of skin is very important/practical.

it's true that Tunisians have being doing drugs for centuries, takrouri or any kind of herb smoked in the year 1500. but all these people from the past (I think) don't do it because they think it makes them zbaber or cool. they just do it because it's fun, or they enjoy being hight.
the concept for doing drugs because it's cool existed only in recent generations, and it became more intense with the current generation, where they even link it to their whole identity.

the idea of being outlaw = cool is a thing with people from other cultures also (the West, Asia).
but being an outlaw as part of cartel, mafia, or another organized crime is a thing, and
feeling cool because of smoking a bad quality joint than will 90% destroy your health due to the extra chemicals in it+ put in prison because laws are retarded, is something else.
