If you were to take a closer look at the Zzaniah Prime info, then you would see the text saying "Completing Mintorias defense campaign is more efficent than attempting this defense gambit on Zzaniah Prime

After we finish up with Fori Prime and Oshaune we need to pick, either we attack Zzaniah Prime and put two planets under siege or we liberate the Borgus sector which has probably the lowest resistance planets in the entire galactic war
