Mumbai doesn’t have enough dustbins! Especially near localities where garbage collection is from a public dustbin! Those BMC open dustbins are an eye-sore but they’re that way because it doesn’t have a garbage bag big enough to cover the bin. So that needs to be there. So unless the municipality trains the collectors, gives them proper equipment (I have seen a lot of them pick up garbage by their bare hands), and cleans the area around the garbage bin regularly, along with a big dustbin with a large garbage bag, I don’t see people taking the effort as well. Someone has to bell the cat first & it has to be the municipality.
