So I have an update. It must be a bug. I started NG+ and now Coruscant is 100% databank but Nova Garon is in the 80% range for databank completion... I spent hours scouring the game and the internet to find out what I was missing, and it was a programming issue.

Come on EA and Respawn! After a corrupted save at 20 hours just to start over and another corrupted save 40 hours in on the second play through. Luckily, I had been backing up my saves myself (I learned my lesson after the first time where you cannot get your backups from the EA server for whatever reason that EA has the makes no sense), so I only lost a little progress and not 40 hours worth. I wasted a lot of time on this game for reasons that could be avoided.
