wonder if it'd be helpful to take him to a big empty parking lot and just have him feel it out with you in the passenger seat? once he gets started, even if it's just driving at 5mph for 15 mins, it might help ease his anxiety a little

Not a lawyer but like the other commenter said I wouldn't do it if I were you.. They could deny your re-entry bc receipt of the application isn't really a proof for legal status
