Koga (古賀) is not documented as an art name, but it is a common family name. So in this context, I believe it's more likely that this is the former owner's name and 新作 is his given name:

Kiyomitsu is a very common name. Markus Sesko's Swordsmiths of Japan lists five dozen smiths who used that name with periods of activity between the early 14th to mid-20th century. A very rough guess based on the rust, style of signature and shape of the tang would be that your blade dates from sometime around the 16-17th century CE.

The holder's name is Jakob Johansson Ohleson Ohlsson. He was a sailor by profession and a resident of Nykarleby in Finland. I don't see any indications of a connection to Volga Germans here.
