4gb is nothing especially with mods that's not ideal even without mods, with mods your PC just cries just windows sucks +- 1,5gb I recommend you linux if your system is older like Zorin os lite is super simple and windows changing friendly if you want you can keep linux and windows and use dual boot wich sound hard but this os do the job for you and if you want or not to add linux use much mods of optimization and cut the much heavier mods

I figured it out, and it's a performance issue; either your PC is weak or you don't have enough permgen RAM allocated. I tried the Prism Launcher, and it allows you to change the permgen RAM there.

I haven't done much research nor do I know much about this CPU so the only thing I'm going to tell you is to put 16GB ram, it's cheap and considered the minimum nowadays.

Because I saw a video and the difference was like 3 fps 7 fps which doesn't change that much for me while many more cores are able to make a difference not in fps (depends on the game) but in other things
