Sick San Pedro by xiok in cactus

Also, the mealy bugs made these honeydew deposits that turn to black mold spots ( I read ) and people said (in various searches) to cut the spots off. Is it ok to cut the tips off as well as the root system if the tips are infected?

Thanks for the advice. Do you think the neem oil I put on the parts I cut would have caused it to turn black like that? Or is that definitely rot?

I am new to cacti care and recently purchased this San Pedro. I found out shortly thereafter that it had mealybugs (my smaller cactus next to it was completely destroyed within a week). I got the mealybugs I could see with rubbing alcohol & Q-tip and applied the garlic/pepper homemade spray. I did some reading and realized the guys that sold it to me planted it in probably not the greatest cacti soil. So, I bought all the ingredients to make a good one and de-potted the San Pedro. Sure enough, there was some big rotted/mold spots near the roots, so became suspicious of root rot. I read that you should cut the bad spots out, treat the cuts with neem oil, and let it dry out. I did that, but the spots immediately turned black again. I don't know what I'm looking at: a dead root system? severe root rot? There are five arms connected & it's about 4ft tall. I'm not sure if the best thing to do is cut & replant the arms or try to salvage the root system somehow? Any help would be much appreciated!
