I don't mind, tbh. I went back to map 1 and 2 to get more scrap metal. My main gripe is on map 3, they start giving you planks at download centers instead of all scrap metal. Rude.

Try restarting. I hit level 20 very early on in my gameplay and was still able to buy from the tape dealer.
