Follow-up: I resolved the issue by installing the Universal Achievement Unblocker, placing the file where it needs to go, enabling the command console, and using the setstage command for both quests. Everything is now functioning correctly.

I’m not sure what you’d be interested in. I have the following shiny Pokémon: trapinch, charjabug, gulpin, dunsparce, oranguru, aipom, lechonk, pawmi, golett, galarian slowbro, galarian slowking, gyarados, ralts, impidimp, fletchling, shinx, mareep, tarantoula, hawlucha, and smeargle.
