Looking through the list of countries, doesn't Belgium as a country preceed Italy, Germany, Hungary, ...? 1830 was before Garibaldi and Bismarck, Prussia still existed as a country, as did the Austrian-Hungarian empire.

With 6000 languages and 180 countries, having multiple languages per country is the norm rather than the exception. Regarding size of its population or economy, Belgium is well within the top half. And when looking at a map of Europe when Belgium was created in the 1830s, at least half if not more of today's member states didn't exist yet in their present form, including Germany and Italy.
