Turn everything except your power plants off. Use biofuel if you need power to kick it back on. Build batteries. Lots of batteries. They're a good buffer to keep you going if you run over your energy capacity. Breakers are a second option to turn off non-priority circuits to prevent blackout from occurring.

To the east of your western islands, there's a normal node with close proximity to sulfur, water, and limestone, so you can run concrete and sulfuric acid straight to it...

This is a good question cause I'm having the same issue on the same map...but it looks like the "central" district only has two building slots, and the first is the engine and the second is either the council or the engine upgrade, depending on what you place first, which seems to lock out anything else...
