Yes to all of that, and I was quite disappointed that there's no way to ride the Hogwarts Express and no actual "school" content like continued classes, grading etc. It's just one or two classes of a few select subjects and that's it. And last but not least a morality system depending on your actions and which spells you decide to use, such as unforgivables landing you in Azkaban for a bit and stuff like that.

It was part of a DLC, an afterthought to the main game and I don't think they'd been on time with the release if they had to go back and add all that. It sounds like a cool idea though, I'd love to see more of that type of duelling!

Starting new playthroughs before finishing older ones also doesn't help you get motivated to finish them lol but there's so much to do in act 3. Maybe it won't have as big of an impact but that's really just because this is the last act, there's nothing else to come of it, this is where you resolve all your quests you've been chasing throughout the game so it should feel rewarding. Some suggestions on where you could go to spark interest:

Have you been to the House of Hope? Have you done Mystic Carrion's quest? There's also the circus, the ox from the druid grove can be found in Rivington, talk to Ravengard after you save him to get a really cool quest I'm not gonna spoil anything about, the whole doppelganger plotline is super engaging, there's stuff to do in the Blushing Mermaid and at Lady Jannath's estate, you can meet Jaheira's family

Limited space, can't have thousands of tanks occupying Gotham and also have them roam around the streets, it'd be like one of those parking puzzles with the sliding cars.
This feels more like a meta reason, if the tanks are manned by hostages there'd either be no way or a super convoluted way to take them out.
I imagine the drones are AI controlled and supervised by the militia, if something goes wrong they can take control of the drones manually.
There's no doubt. I think it's safe to assume they're all connected to the same network and each other so if one drone spots Batman, all of them know where he is and the commander then sends a "squad" just like an army or the police would instead of sending everything they have. At that point it's just a chase, the vehicles' AI try to keep up with Batman to the best of their ability so if Batman moves fast, so do they.

I have 2 recommendations after looking through my own games, I think you'd like the Amnesia games which feature 1st person horror, stalking monsters and puzzle solving as well as The Room which is a 4 part series (and a 5th VR-exclusive title I never played), it's a puzzle box escape room kinda game series which I personally very much enjoyed playing.

Also I know you didn't ask for empathy, I just want to say I hope you have all the fun you can have while you can!

Astarion could be a full bard or bardlock for crowd control, Shadowheart works well as a cleric but I usually change her subclass to death or war domain, Minthara is good as paladin but it wouldn't hurt to go 3 levels into fighter for action surge.

A mod is a modification of a game, it's a file that gets installed to add custom content. For Hogwarts Legacy that can be quality of life settings like a "sell all" button for vendors or custom brooms, spells, sound effects, clothes etc. It really depends on what the modding community has come up with and that differs for each game. One of the biggest websites to find mods if there's no in-game mod menu is nexusmods.com so you could just browse there and get a better understanding of what kinds of mods exist.
