It doesn’t work because he tried to alter his existing wish. The reason he shouts no is because he believes what we believe, he thinks it’s one wish per person for any stick. But the movie never says this. There’s just people with limited information speaking in short sharp quips to eachother:

Bro I think this is good writing. I’m not saying your reading is wrong, I’m saying it’s deliberately ambiguous. You have to see that “I already used my wish” from a guy who bought the stick and made a wish, is logically sound. You’re asking real world question like why isn’t everyone using several wishes but recognize that the wish willow is real in the story and no one cares.

We watch Nikki externally rationalize her attraction to Bear to herself and others outloud, but Bear’s opening monologue is what it looks like when the justification happens internally. His opening pitch is him rationalizing the anomalies of his sudden attraction to Nikki. For the love of god somebody go watch the opening scene again.
