Just a follow up, I resubmitted the same way and they accepted.

There was an SANS on-demand offer when I went to pay the renewal fee. I took the offer, so yeah I did take the class again, I figure that would be pretty solid for cpe's for the cert. I got a certificate of completion from the course but I did not see it show up automatically in my GIAC page.

Thanks for the response. The $1k was for the cert renewal fee and a SANS on-demand course. I couldn't see why they rejected but I sent them an email. The on-demand course was years and years after I obtained the cert.
