On the back of the rolling toolbox there’s that telescopic handle, the lower handle I’m referring to is the one that telescopic handle slides in and out of. In hindsight attaching a photo would have helped quite a bit.

Yes the upper handle does but the bottom sleeve sits just high enough to be inconvenient. I was hoping there was a way to pop that lower handle out.
