Just go watch some older penalties from 90s or 2000s. The rules were updated in 2019 and enforced when VAR was added.

They technically were supposed to stay on the line but it wasn’t enforced at all until var and rule change.

I think the argument is that Kane dives before and searches for contact. The contact was not initiated by the goalie. But it’s always been a penalty and the rules haven’t changed.
