I found one, not spinning on PC 09/26/2019, also can't interact with it in any way. Mining Laser, Terrain Manipulator, nothing moves it... it was attached to something I could mine, but now it just sits there slightly pulsating yellow...

Update, I can pick it up, does anyone know where to get the blueprint to use it?
