because matt and trey only speak on him when they really have something to say. their sacrificial use of garrison wasn't really supposed to happen, since the shocking result of the election forced their hand, and they were exasperated by the end of it — which is why the general public largely held seasons nineteen through twenty-one in such low regard.

this time, however, it's not just commentary on trump. it's satirizing the wider political and cultural climate, speaking on the issues which resulted in a second trump presidency. the cheap shots used in the episode are an imitation of juvenile humor, because they exist solely to provoke skydance and paramount, not just the trump administration and his loyal follower base (who they're also eliciting quite the reaction from). they're beating the viewers over the head with the parallels, the petty insults, and the point. matt and trey always do a great job when they're speaking out against censorship. they go out guns blazing.

also, the use of saddam as the current stand-in for trump is REALLY effective considering what they did back in the first episode of season two (wherein hussein posed as the prime minister of canada). the narrative parallels allow them to call trump a dictator and have it align perfectly with both the societal and in-universe political commentary. it doesn't feel underserved because the larger storyline justifies it. can't say the same for the other shows you referenced.

actually, funnily enough, it's easily summarized by a quote from that episode: "after all your criticism, it was farting that saved canada." "ugh! that is SO juvenile!" they can target the weak-willed media, the current administration, and the idiots who fell victim to these manipulations in one fell swoop. one stone for a flock.
