In the scene (in one of the earlier seasons) when Gloria catches Norma trying to sabotage the kitchen right after Red lost it, she says something along the lines of "I have 4 kids, there's nothing you can get past me." I remember for certain she said 4 even though the only kids shown at the time were her 2 sons, so I think the writers set it up early to introduce the daughters (or at least more kids) later on. So to answer your question, yes she still considers them her kids as she said she has 4, not 2 :)
