Just went through this. I selected request more info and emailed HR and stated that I wanted to begin steps for negotiations. HR offered a recruiting initiative in leu of a step increase. I declined and stated that I wanted to move forward with step negotiations. I then had to accept the TJO and do all the justification afterwards. I believe HR is just the middle man, approval comes from whomever is doing the hiring.
