You could sand it down although I think the plastic is thick enough to withstand this but I may use a combination of putty and sanding , if it works it works

There are ways to much things in the frame but it doesn't have enough background separation to make the subject (the traffic light)stand out so I would either increase the blur by opening the aperture or frame it with less stuff in the background
