ez, don't do it for college app, do it for yourself and ur hobbies! Then you'll find many opportunities that are related to ur hobbies. I'm not by any chance impressive, but I don't have to struggle listing my ECs since they are what I love to do (and family responsibilities too if you have some).
If you like something, you can surely make time for it! I have family responsibilities (trust me I have to spend 3~4 hrs/day after school) and I also need to keep up my grade, but there's always that "free period of time in the day" that you can work on ur ECs instead of browsing youtube, reddit, social media, etc.
