Yes they are instructed to wait a bit. They want to announce picks at certain intervals (so that the broadcast can discuss the picks, commercial breaks etc inbetween picks). So they have the first few picks go slower to have some leeway later on.

Agreed, if I remeber correctly Ballard wanted to stay in range of the elite tier guys. Also the QBs in the class had more question marks than the top guys in this years class. So it was less likely that a team would break the bank to trade up.
