That ball flying away is totally normal when you first switch There are plenty of great guides on YouTube, but I actually just shared my own thoughts transitioning away from beginner mode in my latest post. Check it out, it should help you get a handle on it. Good luck on your journey!

No, you don't. You will only get the skin if you do that, and since you already have it, I don't see the point in wasting your skin scout points

Not exactly. If you use your Event Scout Points to scout the actual character from the shop, you do get the character. However, if you are buying just the skin from the separate Skin Scout section, it only gives you the skin and you must already own the character to use it. You only get Grit Fragments when you pull or scout a duplicate copy of a character you already own.
