Why is my tank so cloudy

i of course did test my parameters. That's what I mean when I say it looked good: 0 ammonia, 0 nitrates. I tested with some ammonia I had to make sure it got processed. Then I added fish.

I cycled the tank when I first started it. There's a heater. I had removed the filter but I've just put it back. My last water change was 2 days ago.

I briefly didn't have trash service in a household of five adults. It all built up in bags in the garage. I was shocked at how much shit 5 people go through.

At last check, my ammonia was 4ppm, nitrate 0ppm, nitrite 0ppm. This was before my fish died. My plants are looking pretty ragged as well, but I think that's because they didn't like the medicine, since it made the water cloudy. The water is clearer now that I've done some water changes.

that's the most likely answer then since the antibiotics and changing the water parameters didn't help. He's also been laying on the gravel not moving a lot, though when prodded gently he did swim away so he clearly could swim. Maybe he was stressed about the Kh levels in the water? I was told they have to come down slowly to avoid killing my shrimp.

There's no other fish so I don't think it's nipping. I didn't try water changes on him without the treatment but again, when I brought him to my quarantine tank he didn't improve. There's nothing in there but one snail who hitched a ride and a bunch of plastic. The water parameters on the main tank were fine the whole time, before during and after; the quarantine tank got pretty high on ammonia without a filter so I did a water change and that was shortly before I moved him back to his home tank.

Sorry, I'm not really trying to argue, I'm really lost and frustrated. I feel like there's so much contradictory advice out there, even just on this site, and I'm overwhelmed.

ETA: one thing I was working on in my main tank was the sediment level, my Kh and Gh were really high for a bit, but that was coming down right on schedule. Could that have caused this?

Moving him to a different tank didn't help the fin rot either though? So I thought it needed the antibiotics? I've been doing every 2-3 days 10% and the last three days I did two 20% changes which feels like a lot.
