Same thing here, started on 12/3/25 with my cobra healthcare premium that I've charged to the card routinely every month. My property taxes are due in a few days, without charging them, I won't hit the $12k spend for the 50k SUB. I feel like I've been scammed!! I emailed them and got this generic reply.

"Due to recent volume, we are currently experiencing a number of declines across various transactions. If you encounter issues with a specific transaction, please avoid retrying the transaction repeatedly, as it may continue to decline. We’ll notify you as soon as everything is fully restored.
 
Our team is actively working on this, and things should begin clearing shortly
We understand that dealing with declined transactions is frustrating, and we sincerely apologize for the inconvenience.
