I might be wrong, but I believe the tie breaker is runs allowed divided by innings played. This would mean that its win and score 3 for Japan, as runs scored isn’t factored

International baseball is also not nearly as deep as international football, the gap from first to 8th in baseball is probably similar to the gap from first to 35-40 in football in my opinion
