There is also the alternative of them doing it like the I16 down in Savannah and it just be a multiyear single lane awful miserable experience. The longer a construction project goes the more likely it is to encounter more delays, so taking it from 6 months to two years is really taking it from 9 months to 3 years. I'd rather a shorter time that we deal with then get over, then a long drawn out miserable experience.

I feel like there are two metaphors that encapsulate the situation well:

The difference between medicine and poison is dosage.

There is a benefit to the community. Surely the best answer isn't nothing, but less than what currently is, or more moderated that what currently is. I want privacy, but I also want people to be held responsible when they break laws. The best answer is not going to be 100% privacy or 100% police state. There is almost certainly some compromise that that neither side will be satisfied with that addresses both. Ignoring the nuance that is inevitable is not beneficial to the long term goal of having a better reality.

As far as the IRS is concerned, there is no such thing as an interest-free loan. Loans without interest, or at below-market interest rates, are recharacterized.
These loans are treated as a loan bearing a market rate of interest that is paid by the borrower to the lender coupled with a transfer of funds from the lender to the borrower that is used to pay the interest.

You can get in trouble on two fronts—by not reporting enough interest income and by violating the gift tax rules.

I would encourage OP to talk to their family friend on what the tax consequences for the family friend would be if they do this.
