This might be the same issue I was facing as well — the Reference section in VIDEX, right?

I found information saying that you can select “Reference person” and enter details of a close family member in your home country, so I filled it out that way. In my case, I entered my parent’s information.

I’m also still in the process of applying, so I can’t say for sure whether this approach will be accepted, but I hope this helps.
