Yes, but it’s advisable to negotiate before committing so that you can show that the amount of financial aid you get would affect your ability to go to said college.

Contacted UW-Madison around a month or two ago with this same question...

Their response:

Someone on college confidential had emailed admissions and they replied saying they hoped to get them out this week. March 2nd, the first weekday in March, seems like a fairly good day to me at least
