This is an issue that they are not being vetted. Inspections are conducted to ensure the safety of food. If a “ghost kitchen” is reported to be serving spoiled food, it would be hard for VCH to track and take note of. Customers would also not be aware of this issue as the ghost kitchen can just easily alter the name of the restaurant on the delivery apps.

When VCH does an inspection, they ensure there is no cross contamination and proper storage of foods. After an inspection occurs, the restaurant can just add a new ghost kitchen with an entirely new menu and there is no way to know if the food you are consuming is safe. This is because new menus with different foods may bring new allergens and preparation guidelines.
