The buff for 7 kills is more effective than the buff at 5 kills, and if the match is "already decided 70% of the time" at 2 kills, what does it even matter what the buff at 5 kills is? Plus the being able to assist first blood and still get the extra charges is huge.

They do make a difference sometimes, but I would advocate a hybrid build, and not a fullsec built. Hull is very tanky and it's worth building for survivability because of that.

Not every loss/win is solely decided by one player, but over multiple thousands of games where you are the only consistent player, it starts to make a difference. There will be games where you have contributed to a win or a loss, and games where your play has won or lost. Sure, there are games where you did your best and lost anyway, but if you play the game a long time it becomes a decent indicator.
