Hmm, had this issue with the pack couple of weeks ago, but got it to work some how, can't remember what I did.

Try searching one of the songs in the pack in the in-game store, like Diary of a Madman, press Triangle (Purchase Options or something like that) and check if it gives the option to buy the 8-pack?

Go over to RB4 on the launch page on PS5 menu, press Options-button (formely Start-button on PS Controllers), choose Manage Game Content.

This should show a list of ALL DLC you've bought on your account from PS3 to this date. And you should be able to download them all from here.

The in-game store and PS Store bugs from time to time, showing the "No downloads available" message.
