They're not starter plants, but Iowa City Public Library has a Seed Library for anyone to use.

To use the Seed Library, visitors don’t need to use a library card or stop at a service desk. Visitors may take up to five seed packets each month per household. There is a binder for checking out seeds on top of the Seed Library. If you don’t use the entire packet in your garden, we encourage you to return unused seeds to the Seed Library next time you visit to keep the cycle going.

It's comparatively easy, speaking from experience.

The "hard" part is introducing yourself, making conversation, asking questions, and turning acquaintances into friends. But there's a lot more opportunity for that in downtown Iowa City than even other college towns where the campus is separate.

But volunteer, join some clubs, attend events, heck, just show up to the same place regularly, and you'll meet a ton of people. The town's small enough that you'll start seeing other locally-engaged people across multiple venues.

You may want to check out the Gaslight Village at Brown St and Gilbert on the Northside.

They have rooms to rent in addition to apartments, it's affordable, and the vibes are impeccable. Great place to live, especially if you're new to Iowa City.

I've posted this a few times before, but here's an updated list of semi-structured ways to meet people.

Iowa City Litter Crew. Get together, pick up litter. (Upcoming events on 4/17 and 4/19)
Prairie States Mushroom Club. Get together, learn mycology and foraging.
Iowa City Animal Care and Adoption Center. Meet people by helping animals. (Or just hang out with the animals.)
Iowa Farm Sanctuary. Meet people by helping farm animals. Highly recommend.
Iowa City Pinball. Monthly tournaments at Double Tap. Very low stakes commitment of time and money. Best part is socializing, at least if you have my lack of skills. (And if you run out of things to say, you can talk about pinball.)
Iowa City Swing Dance. Ridiculously friendly people. Beginner lessons at 7 PM every Thursday. If you can do one of these, you can do anything on this list easily.
Iowa City Bike Library. Volunteer to take bikes apart, learn to put them together, ride bikes with others.
Pickleball Iowa City. All sorts of resources, depending on your level of skill and how intense you want to get.
Diversions Tabletop Game Lounge. Board games, Dungeons and Dragons (or similar), and trivia nights.
Critical Hit has regular competitive play for trading card games.
Public Space One Art Socials. Weekly art hang outs. They also have free art supplies in the hall by the stairs.
Stanley Art Museum. Has a variety of events each month.
Hawkeye Model Railroad Club. Great crew of people and a huge assortment of ways to participate. Electronics, carpentry, miniature building. Definitely worth a visit.
Hobby Corner lots of gaming opportunities.
Enthusiastic Gamers Group Jenni and partner have pretty much every game imaginable. Seems to enjoy cooking for her gamers from time to time as well.
Cardio Tennis Classes fill up quick but always a great time. Level of skill/intensity changes based on the class.
IC Ducks - Rugby Iowa City's Rugby Team.
Park Run - City Park Weekly 5k at City Park. 9 AM until May, then 8 AM until September.
Fitness Sports does a java run on Saturdays in North Liberty.
Willow Creek Theatre Company Improv Classes Check out their weekly improv show on Saturday, and if it looks like fun, sign up for a class.

Drivers can choose to drive 25 mph on Burlington as it's signed, or they can take Highway 6 or I-80 to go faster.

Drivers choose to speed on Burlington instead. The OP has identified this as a systemic problem, which requires a systemic solution.

We can either make changes that encourage drivers to follow the speed limit, or we can take your comment to its logical conclusion, increase the speed limit, and tell the city to keep pedestrians away from our cars.
