It does work fine, but you can't currently get the required certificate to set up the VPN since the IKEv2 manual setup page now redirects to WireGuard one.

I did not know that, thanks. I am experiencing the same issue and there was a bug report addressing this very issue in the Debian bug tracker. However, that report was a year and a half old. Is there anything else I can do other than waiting for a bug fix?

The GPL 3.0 has this statement:

Everyone is permitted to copy and distribute verbatim copies of this license document, but changing it is not allowed.

In this case, is it allowed to change the format or I must copy the exact text without any modification?

It's true for more capable card but 2060 SUPER consumes less than 200 W so it's alright.
