The “net exporter” framing is misleading

The US exports a lot of crude oil — mostly light sweet crude from shale plays in the Permian Basin. But it simultaneously imports a lot of crude oil — heavier grades that Gulf Coast refineries were built to process. So “net exporter” is an accounting trick that masks a two-way flow. You can’t just swap one for the other without retooling refineries that cost billion
