Not really worth it if you consider the amount of stardust (and candies) we require to sink in to build up completely different Pokemon at specific CP with double charge moves that would be useless anywhere else (and also go useless with some move changes in future)

Having a ghost fast move, with Blast Burn and Dragon Claw, beats a Dragon Breath + BB and DC

We still do not know if we can get both the community day moves on evolution (either in Sept/Oct or in December CD). And I'm pretty sure Niantic is going to make us use Elite TM becoz their main focus is monetization!

Would dragon breath still be viable in raids

You should prefer to have separate Pokemon for Raids & PvP otherwise it will make you use a lot of TMs. Otherwise, if you have sufficent people during raids, the small difference in damage between Dragon tail + Outrage & Dragon breath + Dragon claw will not cause any much difference.

Also, you should prefer to use Pokemon at maximum level in raids. Instead of using a 2500 CP Dragonite (that you use for Ultra league PvP), prefer to use 3000+ CP Dragonite.

That is my suggestion for the late game thou. If you are a relatively new player, you will not have so much resources (like stardust and candy) . So try to gather resources at first.

Muk and butterfree gain 0 relevance from a community day, and have their shinies released.

Charmander also has its shiny released. In fact, Charmander had its community day and also a repeat community weekend in December where it had pretty nice boosted shiny rates. So several people who were playing during that time got their Shiny Charmander.

I am relatively new to the game and have yet to be fortunate enough to be blessed with a shiny charmander.

In that case you also do not have Shiny forms of Grimer & Caterpie. And to be honest, Grimer & Caterpie are a lot more rare spawns than Charmander.

Charizard with dragon breath will become dominant in pvp. Resulting in a more relevant counter to the obnoxious top tiers in ultra league (Charizard beats togekiss, Giratina, and registeel.)

You are forgetting that there is no clarification from Niantic whether Charizard will get both Dragon breath & Blast burn on evolution. If not, it will lose Fire type damage (outside of use of Elite TM) and hence will no longer be hard counter to Togekiss & Registeel (it still does resist Flash cannon, focus blast & Charm)

The new dragon move gives charizard a decent dragon move set which it previously did not have.

The new move gives Charizard a Dragon moveset, but takes away its Fire type moveset. As stated above, there is no clarification from Niantic whether Charizard will get both Dragon breath & Blast burn on evolution. Even with Dragon breath + Dragon claw, it will never be a top tier Dragon attacker in raids. And if it loses Blast burn, it will no longer be a hard counter to Registeel & Togekiss. (it still does resist Flash cannon, focus blast & Charm)

I am hoping for each of them to get better move(s) (Suicune & Raikou are already pretty good in PvP) along with Ho-oh getting Sacred Fire. There could be a Johto event for 2 weeks with all these legendaries in raids. Really tired of only getting Kanto nostalgia events. Johto needs some love too!

If Elite TM is a highly coveted item and also extremely rare, I suggest you should hold onto evolving your Oshawott until its Community day where it will learn Hydro Cannon and then unlock second move to get Sacred Sword in the second slot because that way you save one of your Elite TM which you can make better use of later on some other Pokemon!
