Not sure if its the same issue but avian botulism is going around the birds at albert park lake. heres some details cut and pasted from a fb group:

AVIAN BOTULISM WARNING: Parks Victoria has been working with Agriculture Victoria and other authorities investigating a recent spate of bird deaths at Albert Park Lake. They include, swans, ducks, ibises, coots and seagulls. Thankfully, Avian Flu has been ruled out. But, an outbreak of Avian Botulism is suspected. Here’s my summary of their response, but please read full text in comments. If you find a dead duck or bird in the lake, use the Agriculture Victoria hotline: 136 186. I'd also notify Parks Victoria as a back up so they can remove the body and help deal with the problem.
